Human Resources in Local Government

Introduction

Human resources are the cornerstone of the smooth functioning and development of local communities. The term human resources refers to the employees and elected officials at the various positions and levels of the public sector. Employees provide their expertise in designing and implementing policies and programmes, while elected officials make decisions that affect the local community. The Course “Human Resources in Local Government” can provide specialised knowledge and skills to the employees of these bodies and lead to well-trained staff able to meet the demands of local government, such as the effective management of resources, the development of policies and programmes, and responding to challenges and emergencies. In addition, it promotes transparency, professional partnership and the enhancement of administrative capacity in local government, thereby strengthening social cohesion and the effective delivery of services to citizens.

The ultimate aim of the Course is to train students through asynchronous learning. More specifically, the Course seeks both to improve the student’s position in the labour market and to disseminate scientific knowledge, providing them with practical knowledge of financial matters in Local Government and enabling them to work as an Executive or prospective Executive in Local Government, as well as Head of Human Resource Development Departments in local government organisations, since upon successful completion of the Course the trainee will have acquired basic knowledge of economics and of practical applications of human resource management in public and private bodies.
