Environmental Finance and Returns in the Green Energy and Energy Saving Sector

Introduction

The training Course “Environmental Finance and Returns in the Green Energy and Energy Saving Sector” is structured into four self-contained teaching/thematic Units, each lasting three months. Overall, the Course reflects the need for specialised training in the rapidly growing field of environmental economics and sustainable energy. Its four core Units cover a wide range of topics, from the liberalisation of the energy market to the financing of investments in the energy sector, with emphasis on the implementation of environmental policies and the use of renewable energy sources, while enhancing the understanding of new technologies and modern financing instruments. Through practical approaches and experiential lessons, participants will acquire the knowledge and skills required to promote sustainability and innovation in the energy sector.

Units

I. Liberalisation of the Energy Market – Implications for the National Economy (Duration 3 months / 50 hours / 1.92 ECTS)

The Course “Energy Market Liberalisation” is an introduction to liberalised energy markets, mainly the electricity market. It presents the various mechanisms and participants in an energy market so that its operation can be understood, drawing also on basic knowledge of microeconomics. It describes international experience and analyses the process of liberalising the Greek electricity market. Since the liberalisation of any market cannot be rushed, it examines the problems that may arise from flawed or incomplete liberalisation. It also analyses the instruments and derivative products created to protect the market and investors from price volatility. In addition, it presents how energy markets are interconnected, with the ultimate goal of integration. Finally, it analyses the next step in the electricity market, namely smart grids.

II. Renewable Energy Sources – New Technologies and Maturity of Existing Ones (Duration 3 months / 37 hours / 1.42 ECTS)

The Course “Renewable Energy Sources” deals with Renewable Energy Sources and aims to analyse their techno-economic characteristics and potential. It briefly presents the basic elements governing energy generation, including conventional generation methods, as well as the energy policy being promoted, which is clearly aimed at promoting new technologies. It briefly describes the institutional framework and the licensing procedure for the installation and operation of RES generation units. All technologies with wide commercial application are analysed in terms of operating method, technical equipment and generation capacity, while at the same time they are evaluated as investments within the liberalised market of Greece and Europe. In addition, the new technologies that will shape the RES market in the future are presented, such as wave energy, enhanced geothermal systems and cellulosic ethanol. Finally, NREL software tools that are useful for cost analysis and the evaluation of RES investments are presented.

III. Basic Principles of Environmental Policy, Energy Saving and Energy Management (Duration 3 months / 50 hours / 1.92 ECTS)

The Course “Basic Principles of Environmental Policy, Energy Saving and Energy Management” analyses the main pillars of environmental policy, energy management and energy saving. It covers the basic rules, requirements and objectives for a successful environmental policy, as well as the tools available for its implementation. Particular reference is made to European environmental policy, the European emissions trading system and the targets set for Greece for the coming years with regard to the environment and energy saving. The process of designing energy management programmes is presented, and the tools for energy saving and for improving energy efficiency are analysed, through cost optimisation and technical and economic studies. The procedures followed in energy inspections and energy audits are also described, as well as ISO 14001 and ISO 50001 certification.

IV. Financing Investments in the Energy Sector – Co-financed Programmes and Modern Financing Tools (Duration 3 months/ 50 hours/ 1.92 ECTS)

The Course “Financing Investments in the Energy Sector – Co-funded Programmes and Modern Financing Instruments” deals in practical terms with the financing of successful investment projects in the fields of energy generation and energy saving, through both conventional and innovative financing models. At the same time, it focuses on the possibilities of raising capital through EU funds and of subsidising investments through co-funded programmes. Among other things, it presents financing instruments such as the Development Law and the NSRF, as well as funding opportunities through actions of European Programmes such as HORIZON, COSME, EEPR and IEE. It also analyses financing mechanisms in the EU (Business Angels, CREA, Joint European Venture, etc.) and presents innovative financing models such as ESCOs, Energy Performance Contracting, YieldCos, PACE programmes, PAYS programmes and crowdfunding, through examples from the global market. As securing financing presupposes a Business Plan, the development of Business Plans for energy projects, as well as their evaluation, is presented concisely. Using specialised tools from NREL and ENERGY STAR, investments in the fields of energy generation and energy saving are analysed and evaluated, making it possible to develop a sound and complete business plan or to carry out a relevant study.
