Civil Protection and Financial Management

Introduction

Civil Protection refers to the full range of measures and actions taken by a society to protect citizens and their property from various risks and threats. A critical factor affecting effective civil protection is its relationship with Financial Management. Financial Management is inextricably linked to Civil Protection, as society’s resources and financial needs must be used in a way that ensures the safety of citizens. Sound management of financial resources makes it possible to respond effectively to risks and to restore society after disasters.

The Course consists of four parts:

  • Part A “Recording and Assessment of Existing Structures for Addressing Natural Hazards”: involves an initial review of the existing legislative framework and of the existing civil protection structures for dealing with natural disasters, with a view to an initial assessment of the role of local authorities.
  • Part B “Recording of Natural Conditions and Risk Assessment”: aims to describe natural conditions at national level and to identify the natural hazards affecting the country’s local authorities over a given time horizon.
  • Part C “Proposal for an Organisational Structure for Local Authority Civil Protection to Address Natural Hazards”: involves developing a proposal for an organisational scheme for the operational management of natural hazards at municipal level (or for a group of municipalities) and its integration into the wider administrative framework of civil protection.
  • Part D “Implementation of the Proposed Organisational Structure”: involves an initial approach to estimating the cost of implementing the proposal, the training needs and the conditions for ensuring its sustainability and interoperability.

The ultimate aim of the Course is to train learners through asynchronous learning. More specifically, the Course aims both to improve the learner’s position in the labour market and to disseminate scientific knowledge, providing them with practical knowledge of Local Government financial matters and enabling them to work as an executive or prospective executive in Local Government, as well as Head of Human Resources Development Departments in local government organisations.
